Three people have been charged in connection with a drug cartel-related kidnapping in St. Paul​, according to the Ramsey County Attorney's Office.

When officers searched one suspect's phone, they found pictures of a man who appeared to be chained or handcuffed, according to court documents.

Three people were charged Thursday in connection with the kidnapping of a man who was kept in a St. Paul building, allegedly in a case tied to a Mexican drug cartel.
